City Elects Officers, Approves Financial Contract & More

EASTLAND¬† ––¬† The Eastland City Commission elected officers for the 2010-2011 year Monday night. Elected were Chairman – Mark Pipkin, Chairman Pro Tem – Jerry Mathews, Treasurer – Norman Owen, Assistant Treasurers – Larry Vernon and Richard Rossander.

In other business the board terminated a financial advisory contract with First Southwest Company and approved a proposed contract with Specialized Public Finance, Inc

Stephen Adams and Paul Jasin of Specialized Finance, Inc. then presented a refunding opportunity to the board where the city could save considerable monies on the refinancing of bonds related to the 1993 sewer plant improvements and the 2004 swimming pool installation.

Specialized Public Finance will bring formal documents to the June board meeting for final approval.

The board also approved Ordinance No. 756 which amends Ordinance 477 and changes the due dates of hotel/motel taxes as well as allows for a discuont for timely payments. This matter was previously approved by the board and the ordinance was approved on first reading.

Upon recommendation by City Manager Ron Holliday the board approved a resolution authorizing the filing of a grant application through the West Central Texas Council of Governments for a Regional Solid Waste Grants program. This grant requests funds to purchase a new chipper that can turn leaves and small brush into mulch that can be made available to the public.

Holliday informed the board the machine can reduce the city’s current impact on a landfill by 75% and provide a much more useable mulch product produced by the chipper.

In final business for the evening the board approved, upon recommendation from the Eastland Youth Sports Advisory Board, the appointment of Kalli Stacy to fill an unexpired term on that board. All agreed that Mrs. Stacy will be a great asset to that position.

Before adjourning the board received an update on City Secretary Shirley Stuart who has been ill with an undiagnosed condition.

Holliday and Finance Director Leslie Zander reported Stuart had undergone surgery earlier in the day and doctors were hopeful all went well and Stuart should be released within the next few days.
