CITY OF EASTLAND DECLARATION
WHEREAS, Eastland County, including the watershed of Lake Leon, is in the grips of one of the worst droughts in its history, and
WHEREAS, on June 20, 2011 at a regularly scheduled meeting of the Eastland City Commission, a representative of the Eastland County Water Supply District was present and reported on the negative effects of the drought on Lake Leon, and
WHEREAS, the said report included information that the elevation of the reservoir water surface is steadily declining and is presently only four feet above the lowest point in the history of the lake, and
WHEREAS, the Eastland County Water Supply District has reasonably asked for water conservation measures to be enacted by the Cities of Ranger and Eastland and their customers, and
WHEREAS, pursuant to City of Eastland Ordinance No. 769, the City Manager is empowered to impose a mandatory water conservation program on all persons and property within the City, when required by drought condition or circumstances involving the City water distribution system, and
WHEREAS, by contract, the water suppliers using the City of Eastland as a water source must also abide by mandatory water restrictions imposed by the City of Eastland upon its residents, and
WHEREAS, the City Manager has determined that measures should be taken to mandate conservation of water due to the present extreme drought conditions and is imposing mandatory water conservation on all persons and property within the City of Eastland, Texas.
NOW, THEREFORE, I, Ron Holliday, City Manager of the City of Eastland, Texas, do hereby declare that:
Commencing at 10:00 AM on Saturday, July 9, 2011, water users shall conform to the following regulations which will remain in effect until rescinded or amended by declaration:
Residents, businesses or other entities within the City of Eastland may not water yards, shrubs, flowerbeds and gardens or use city supplied water in the Eastland Cemetery unless they do so in accordance with the following:
- Street addresses ending with an even number shall water on even numbered days of the month, and street addresses ending with an odd number shall water on odd numbered days of the month
- No outside watering will be allowed between the hours of 10:00 AM and 8:00 PM. All outside watering including, but not limited to, lawns, trees, shrubs, gardens and flowers can only be done between the hours of 8:00 PM and 10:00 AM.
- No ground sprinklers may be used in the City Cemetery. All watering within the cemetery can only be accomplished by individuals using hand held sprinklers.
City supplied water may not be used to wash sidewalks, driveways, parking lots or other outside hard surfaces.
